You can try eToro, but you will only be able to move your coins from the app. They also have a pretty big spread.

"The crypto you buy through PayPal is not the same as buying crypto on an exchange like Coinbase or Gemini. When you buy crypto from a traditional exchange, you have the option to transfer it to a wallet for secure storage or to someone else — a key distinction when it comes to full crypto ownership.

That's not the case with PayPal. You can't transfer crypto from your account to other accounts on or off PayPal, and you have to sell your crypto on PayPal to make a withdrawal, which you'll also be responsible for reporting on your tax return."

I'd like to know if there is a method to buy BTC without the Government can track the negotiation and it can be safe in the same way.

The other problem with P2P is: you send the money, vendor does not send you BTC. So, how can you kill him/her? :( If it is a non-personal negotiation.

When I asked in Binance they asked me a lot of documents. Sure I will not use it.
If I am buying BTC is exacly because I do not want the government knows it.

CashApp does not work in Brazil.
I tried to install using Proxy, but I think it recognized the PlayStore location.

The Largest PayPal Cryptocurrency Exchanges
When it comes to using PayPal crypto exchanges, liquidity is important. Without enough users buying and selling, it's hard to get the coin you want at the best price. Although the rankings can always change, some of the largest PayPal exchanges are:

eToro: Active in 200 countries, eToro has three million users, 200,000 of which are active on an average day.

LocalBitcoins: A direct peer-to-peer platform where individuals can advertise the BTC they're selling, this site has thousands of daily listings.

Markets.com: In addition to offering markets on 2,000+ instruments, Markets.com is publicly listed in the UK and has five million registered users.

PayPal Bitcoin Payments vs. Other Payment Methods
If you're wondering if buying Bitcoin using PayPal is for you, here's how the method compares to credit cards and other processors.

Security: Like credit cards and bank transfers, PayPal is highly secure. As well as offering a form of protection on certain transactions, you don't need to put in a series of personal details when you make a deposit. For example, when you make a deposit using the xCoins Exchange, you only need to enter the email address associated with your PayPal account. By entering fewer personal details (i.e. name, address, card number), this method is deemed to be one of the safest.

Fees: Of the cryptocurrency exchanges we recommend, virtually all of them have no deposit fees for PayPal transactions. One thing you will have to note is the minimum deposit. This will vary from site to site. For instance, Xtrade Exchange has a minimum deposit of £200 (or local equivalent) while Makets.com is £100 (or local equivalent).

Availability: Although PayPal is one of the slicker Bitcoin payment methods, it's not as readily available as credit cards or bank transfers. Therefore, your choice of exchanges will be limited.

As you can see, buying BTC with PayPal has plenty of advantages. To buy BTC using your eWallet, take a look at our table of recommended Bitcoin brokers.

In this guide, we've compiled and analyzed all the bitcoin exchanges offering Paypal as a payment method and found eToro to be the best option for U.S. customers and Plus500 for non-U.S . customers in usability, fees, platform and customer service.

Advantages of Using a Crypto Exchange that Accepts Paypal
✔️Lower additional fees: Many payment methods that are used to buy and sell cryptocurrency require costly additional fees when buying Bitcoin. These additional fees are incurred when using wire transfers and credit/debit cards. PayPal offers a great solution to this, as it is the most cost-efficient method you can try. It is highly recommended that you use the eToro cryptocurrency exchange since you can deposit and withdraw via PayPal and pay lower transaction fees.

✔️Speed: Using PayPal on various Bitcoin exchanges saves an enormous amount of time. This essentially enables you to just link a singular method for depositing/transferring your funds and getting started right then and there with the buying and selling process.

✔️Less verification through Paypal: Unlike other payment methods of forms of depositing on the exchange, PayPal enables users to deposit and maneuver their funds through one singular login. This is in contrast to methods such as credit or debit cards, bank accounts, and so on where additional and thorough verifications need to be completed prior to linking.

✔️Ease of Access: Using PayPal to buy or sell Bitcoin is extremely easy to do and get started with unlike using other forms of payment methods. Although it may include specific fees due to PayPal's nature, for absolute beginners, PayPal is the best option for getting started right away. Those who are uneasy about putting sensitive information such as credit cards or bank accounts online will find that these types of bridges or so to speak like PayPal are great opportunities as you're only inputting your information via encryption on PayPal.

✔️Security and Encryption: PayPal maintains user funds and information in a safe and encrypted way. What this means is that user information is much safer in the hands of PayPal as opposed to a third party provider. Additionally, since PayPal is encrypted and serves as a bridge between exchanges and platforms, you can have a sense of confidence when using exchanges since you don't need to input any information in a potentially unencrypted manner. PayPal's level of security is fairly advanced so you can maintain confidence in your purchase

Best Paypal Cryptocurrency Exchanges

2. Plus500 – (non-US) Europe and rest of the world
Plus500 Broker

Plus500 is one of the best Paypal platforms for crypto CFD trading all under a net of financial regulation.

Pros:

PayPal integration is quick and easy
Account opening process is streamlined and guided
Trade crypto, forex, stocks and futures

Cons:

3. LocalBitcoins
LocalBitcoins is a peer-to-peer Bitcoin exchange that accepts Paypal too. On this platform, you're buying Bitcoin directly from another seller. This means you should be extra careful when looking to make purchases using PayPal through LocalBitcoins. We cannot recommend it as the security isn't up to our standard and the platform is unregulated.

P2P-based: No central intermediary
No verification
PayPal usage is quick and easy

4. Paxful

Paxful, similar to LocalBitcoins, is a peer to peer Paypal Bitcoin exchange; this means you are buying Bitcoin from another person on the internet directly using the method of your choice. PayPal is one of the most common payment options used on Paxful and purchasing crypto with Paypal is pretty straightforward on their platform.

Pros:

Buy Bitcoin using PayPal quickly
No verification
Straight forward and guided user account creation
Generally low fees implied

5. Coinbase

Coinbase is on the many San Francisco-based cryptocurrency exchanges that maintains a very high emphasis on regulation and user safety/fund security. The exchange is one of the only exchanges that maintains registration and recognized abidance.

Pros:

Regulated and registered exchange
High emphasis on fund/account safety and security
Intuitive interface
Comparatively low fees

Cons:

Only allowed to sell to PayPal, cannot buy with PayPal
Additional premiums/fees imposed for PayPal usage

What is the best exchange to buy Bitcoin using PayPal?

From a very general perspective, Coinbase seems to be the best overall option when it comes to Bitcoin exchanges that enable PayPal integration. This is because of various reasons, which include their high regard to regulation and compliance (Hence their registration/oversight with the FCA & CySEC), as well as their low-cost fees and high account security options. These are all factors that should be taken into consideration when assessing which exchange is the 'best' for using PayPal to buy Bitcoin. Additionally, in terms of customizability and negotiation, LocalBitcoins can be a viable option as well.

I'd like to buy Bitcoin using Paypal without need to show documents and etc.

I can see that some sellers like money. Their P2P prices are expensive.

Buy Bitcoin with Paypal
There are a handful of websites that accept PayPal as a payment method to purchase Bitcoin. But is it a good thing or not? PayPal is synonymous with internet shopping as it bridges the gap between the real world and the internet. With this being said, what are the websites that you can use PayPal to purchase Bitcoin?

Bitcoin Exchanges that accept PayPal
Paxful.com – What's great about Paxful is the fact that aside from PayPal, they have a very long list of payment methods that you can choose from! To name a few you can pay using Amazon Gift Card, OneVanilla Gift Card and any Credit Card.
LocalBitcoins.com – One reason why LocalBitcoins remains at the top of Bitcoin exchange websites is the fact that they exist in virtually every country in the world. With just a few clicks of a button, you can search the sellers on which country you are currently at and choose from a list of payment methods.
Xcoins.io – With Xcoins, verification is really fast and easy. The good thing about them is that they integrated the 2FA process along with your verification so that you would always have it activated. They accept PayPal and Credit Card payments to purchase Bitcoin.

Risks in buying Bitcoin with Paypal
There is always risk involved when it comes to Bitcoin exchanges. Factors would include scam websites, fraudulent sellers/buyers and reverse payments just to name a few.

When using PayPal to purchase Bitcoin from websites like WeSellCrypto and Xcoins, you are actually buying Bitcoins from the website itself. The risk involved here would be to make sure that you do not get scammed in the process. Before using your PayPal with any transaction, do your research against that website you are planning to transact with. Especially with the payment method you are planning to use.

In selling Bitcoins through websites like LocalBitcoins and Paxful where peer-to-peer transactions are made, you need to make sure that you would stay away from PayPal payments. There are countless instances not just in purchasing Bitcoin through exchange websites but issues with e-commerce websites like Amazon/eBay regarding fraudulent buyers calling up PayPal and have them reverse the payment due to some issue. As a seller, that would be an automatic loss for you, not to mention your account being possibly blocked. You can read more about this issue on this link.
